A. This is pretty easy to set up. Just have the other person or people that you would like to receive email come to Form-engine.com. Then instruct them to create an account for themselves, and then add them to the list of people that are managers of the particular forms. Of course, you will need to have the 'Send Email on Form Submission' option set as well.
